What a $20,000 drone revealed about Egypt’s air defenses

Last Wednesday, an unidentified drone struck two gas vessels at Damietta port — the latest challenge to an air defense network that its commander, Lieutenant General Yasser Al-Toudi, has called one of the “most complex” in the world. It landed at a moment when the old rules of air superiority are already being rewritten, as drones take on an outsized role in the wars in Ukraine and the Middle East.

The drone hit the Energos Winter, a floating storage and regasification unit operated by the American company Energos Infrastructure and leased by the Egyptian Natural Gas Holding Company (EGAS), according to sources who spoke to Al Manassa. Fire then spread to the LNG carrier Gaslog Salem, docked alongside it and not yet in operation.

No group has claimed the attack, which took place on July 30. Egypt’s Cabinet said investigations were ongoing but gave no further details. Israel, the Houthi movement Ansar Allah, and Iran all denied involvement — Iran going further, and accusing Israel of being behind it.

It struck at an already combustible moment. Hours earlier, the United States and Saudi Arabia had hit Iran-backed factions in Iraq. The wider war had already pushed Brent crude up more than 7%, past $90 a barrel. And with US-Iran strikes resuming and the Houthis enforcing a naval blockade in the Red Sea, Saudi Arabia is now weighing an international coalition to protect shipping there.

This isn’t Egypt’s first brush with the threat. Since the Middle East war erupted after October 7, Hezbollah, the Houthis, and later Iran have leaned harder on drones — a way to chip away at Israel’s air superiority and grind down its defenses. Iran’s Shahed family has become emblematic of the shift: each drone costs no more than $20,000 to build, yet can fly long distances with a radar signature low enough to evade detection. Across Ukraine, Iran, and Yemen, drones have proven capable of tipping the balance between a stronger power and a weaker one, sometimes decisively.

Egypt has already felt this up close. A drone launched from the southern Red Sea toward Israel crashed in the border town of Taba on Oct. 27, 2023, injuring six people. Two months later, Egyptian air defenses intercepted and downed two flying objects off the coast of Dahab, on December 16 and again on December 26.

These incidents aren’t identical, but together they point to something clear: the threat from small, low-flying drones is no longer confined to Egypt’s eastern or southern borders. With Damietta, it has reached a critical target on the Mediterranean coast.

None of this, military experts who spoke to Al Manassa agreed, undermines confidence in Egypt’s air defense network on its own. But taken together, they said, the pattern is a warning — small, cheap drones are hard to detect, and can strain systems whose interceptor missiles cost millions of dollars apiece.

“Nothing is immune to penetration”

“No air defense, however advanced, is immune to penetration,” says Major General Nasr Salem, a staff general and advisor at the Nasser Higher Military Academy. He wants Egypt to revisit how it detects, tracks, and intercepts drones.

Much is still unknown — the drone’s size, type, who launched it — and without that, Salem tells Al Manassa, it’s hard to judge how the defenses actually performed. He suspects that its low radar signature and low-altitude flight helped it evade detection, especially if it launched from close range. As he puts it, a drone like this could come from “a state actor, or a small fishing boat.”

Egypt, he says, has built an integrated, multi-layered defense network — but recent wars have shown that having advanced systems doesn’t mean penetration is impossible. “Iran’s drones have managed to threaten Israeli security despite the country being under an arms embargo and despite Israel’s Iron Dome and US-made air defense batteries,” he adds. “American bases in the Gulf face the same daily targeting from Iran, for the same reason.”

A multi-layered network

As conflict across the Middle East intensified in recent years, turning the region’s skies into an open arena for aircraft, missiles, and drones, Egypt took a different path than its neighbors. Iran has leaned mainly on Russian systems; Gulf states have gravitated toward American ones. Egypt instead built a multi-source network — Russian, Chinese, American, German, French — stitching together reconnaissance, early warning, missiles and anti-aircraft artillery at varying ranges, and the command-and-control centers that tie it all together.

That network, Al-Toudi has said in past remarks, runs on early-warning systems, layered defenses at multiple ranges, and less conventional countermeasures — jamming, decoys, lasers, electromagnetic pulses — aimed at drones and smart munitions. Radar and visual surveillance handle reconnaissance; missiles and artillery of varying ranges protect critical sites and military formations; and command centers coordinate the whole system alongside the air force, navy, and electronic warfare units.

But that same diversity cuts both ways. Spreading purchases across multiple countries lets Egypt build a wide-ranging network — long-, medium-, and short-range systems working together to track and intercept threats at different stages — yet it comes at a cost. A Congressional Research Service report found that diversified sourcing reduces Egypt’s dependence on any one supplier, but adds real complexity: maintaining disparate systems and managing relationships with multiple suppliers at once.

There’s a second, harder problem underneath the first — getting these systems to actually talk to each other. Equipment built in different countries doesn’t share data directly; each system relies on its own protocols and operating language. Egypt has tried to close that gap with homegrown command-and-control systems, RISC2 and RISC3, which act as a translation layer, moving data between components of the network in real time.

Near-perfect integration, defense experts note, is what makes or breaks a multi-source system like this — and it’s a challenge even advanced militaries and alliances like NATO haven’t fully solved.

Beneath the radar

Major General Mohamed El-Shahawy, an advisor at Egypt’s Command and Staff College, agrees with Salem on this much: small, cheap drones are among the hardest threats modern air defenses face.

Part of the problem is altitude. These drones typically fly at between 50 and 200 meters, he tells Al Manassa — well below what large radar systems were built to detect, since those systems were designed for bigger aircraft and missiles flying higher. And even a drone that misses still drives up costs on the other side: a Patriot interceptor runs close to $4 million, against a drone worth a fraction of that.

Scale makes it worse. A swarm of dozens of drones can overwhelm detection and interception capacity outright, especially when paired with missiles or other munitions fired from multiple directions at once.

El-Shahawy sees Egypt’s defenses as three layers. First, detection and early warning — radar built to track slow, low-flying objects, backed by visual and thermal surveillance. Second, electronic warfare — jamming the link between a drone and its operator, or disrupting GPS signals. Third, the kinetic layer: anti-aircraft artillery, short-range missiles, and directed-energy weapons.

To him, Damietta is a test of each layer individually, not grounds for a verdict on the system as a whole. He sees two possibilities. Either a single drone got through — which isn’t a network failure in his view, since no defense offers total deterrence. Or the drone that hit Damietta was part of a larger swarm, and the rest was intercepted — which he’d call a success. Either way, he suspects the point of the attack was to test Egypt’s defenses and wear them down.

“No country has a 100 percent magic solution,” he says. “Even America and Israel have had breaches. Egyptian defenses can handle individual drones and small swarms at a very high success rate — the real test is a large swarm attack combined with missiles fired at the same time.”

Major General Mohamed Kashkoush, an advisor at the Higher Military Academy for Strategic Studies, sees multi-layered networks — detection, early warning, jamming, destruction — as the most advanced answer to modern threats. Salem isn’t so sure that settles it. Any successful strike, he insists, is reason enough to review weak points and update how the system operates, because effectiveness ultimately comes down to speed — how fast a threat is detected, classified, and engaged — not just what hardware is on hand.

Experts agree on this much: the drone’s success doesn’t undermine confidence in Egypt’s air defenses overall. What it doesn’t settle is everything else — where the drone launched from, whether it was detected before it arrived, whether anyone tried to intercept it, and whether it got through because of a technical gap, an operational decision, or simply a launch closer than Egypt’s airspace defenses were ever built to assume. That verdict will have to wait for the investigation.
