Egypt suspends North Coast land reclaims over procedural error

Egypt's New Urban Communities Authority has temporarily reversed decisions to revoke several land allocations in the North West Coast after failing to notify developers in advance, a source in the authority told Al Manassa.

According to the source, NUCA's retraction was triggered by a procedural error, as the developers had not received the legally required 30-day warning before their lands were withdrawn. “The law mandates prior notification and a grace period,” the source said, citing Article 17 of NUCA's real estate regulations.

Article 17 of NUCA's regulations requires a formal, signed notice be delivered to the concerned party, allowing 30 days from the date of receipt to resolve any violations. If no corrective action is taken, the case is referred to a subcommittee, which may recommend cancellation to NUCA's main board.

The withdrawals had targeted companies accused of violating allocation terms, including delayed payments and failure to commence construction or secure permits. The violations in some cases included non-payment of land installments for up to a year, despite regulations stipulating withdrawal after two consecutive missed payments.

In July, NUCA began negotiations with 123 real estate developers to legalize their holdings in the North West Coast, a prime stretch of Mediterranean land slated for urban expansion.

Days later, the authority rescinded five land plots in the same area, citing breaches of contract.

The authority is now reviewing additional land files before issuing fresh warnings. If developers fail to comply within the 30-day window, revocations could proceed, the source added.

The contested land falls within a 707,000-acre allocation granted to NUCA in May 2020 by presidential decree, aimed at transforming the North West Coast into a new urban hub.
